Webservice does not create the call automatically

One of our parner is trying to use a sample webservice req/response, the service call does not create automatically, but the same works fine in my environment,
appreciate your response!, not sure how to debug.

After adding the webservice req to your form make sure you generate the project. This then creates the Calls in the rules.
